Hmm. Maybe it's gonna be a 4 hour cooldown, Urianger will appear for two hours, then another 4 hour cooldown for Limsa?
I briefly went to check and was writing here that Bloehyr was still in Ul'dah, but he vanished when I was about to hit the Post button, at 19.00 GMT. Therefore, the event lasted a total of 8 hours.
So like I said in my other Topic and in my journal, it doesn't always last 4 hours, but varies (or maybe the windows cycle). Everyone should have the chance to participate.
About the new Urianger event, now I'm back in Gridania, will stay another 45 minutes and then check back a couple of hours later.
...But actually, if the Miqo'te pops in the same spot as Alfgar in that special imperial attack at Emerald Moss, then this Urianger event might as well be “special” and take place once every 4 days. In this case, according to this adventuress, the event ended yesterday at 15.00 GMT, so the next chance should be Wednesday 18th, I'd say after 12.00 GMT. I'm just guessing, of course. I'll check every day after 14.00 GMT (16.00 here, being GMT+2) to be sure.

Bloehyr actually depopped at 3pm EST (friend confirmed and sent me a text). So the Ul'dah one lasted for eight hours.

I'm afk at Gridania, either the new NPC will appear at 5:00/6:00, or the Limsa event will start at 7:00 or later.
Every report I've seen of Urianger appearing was around 9-10am EST yesterday.

If it is 8 hours, it simply means the city it was in, was next one in the order.
As example the last Uldah. It started at 20 JST. The next one in line was Uldah, which started at 0 JST.
Equal to my Information, the Order will be now:
