I got that error too: it might be because the system that verifies the address gets swamped and fails to respond at all, which the ordering process considers an error in the address. I just kept continuing the process without changing the address and on the fourth try it worked. Good luck.
My spouse and my experience was:
- Placed four orders (one at a time) using guest account, with different email address for each order. Only one order encountered the problem described above.
- Three orders went through to the end, one was approved but then declined (the charge appeared on the CC as "pending" but was removed this morning -- no idea why it was declined)
- Code was emailed to us about 8 hours after ordering. Entered it at the Mog Station almost immediately.
- No items were received until we went to a Post Moogle and requested our reward. Then items were sent to us within a minute, and all the alts on each account were also sent the items.
Update: just ordered the fourth copy, using same procedure as before. Process was smooth and error free. Waiting for codes now.
Update: codes arrived literally one minute after order receipt.
Update: entered codes into Mog Station, then went to Post Moogle and requested reward. It arrived within seconds.
