Hell no! Then any new player unlocking the non Crystal raids will never get in. The roulette is supposed to help those that need to get in these instances by filling in the alliances to continue.
I would like to chime in on this with the fact that there are also people who are between levels 50 and at current 90 that like myself would use the Alliance Raid Roulette to level my other classes, because roulette bonuses gave decent exp. That's just taking away an extra source of alternate class leveling because there are rotten people that want to troll everyone, and raising the ilvl isn't going to stop it, because people that want to troll will just unlock Crystal Tower to get through Shadowbringers, get to 90 with ilvl 565, and only have the three Crystal Tower raids. So all this is doing is preventing people from getting help, or leveling up alternate classes.

No one is being prevented from leveling alt jobs.
It is not unreasonable to expect a player to have gear equipped appropriate to their job's level.
A player that only has CT unlocked is not necessarily trolling. Some simply have no interest in unlocking the rest. They may not even know that the others exist if they've been tunnel visioning MSQ and ignoring side content.
CT will continue to come up the most often in Alliance Raid Roulette because it is the one raid required for MSQ progression and it only takes one player doing it for the first time to place 23 other players in there.
You are always free to manually select an Alliance Raid if you don't want CT. You will still get XP but you won't receive the roulette bonus.
