In the very same vein, I also find it funny players who cry and whine in party/alliance chat when they got dragged into Ivalice/Nier raids because I specifically queue into those.

Lol, Totally worth the wait time. I am actually thinking about popping nidhogg extreme in mentor roulette because l heard it is almost impossible to clear.

If you popped them because you enjoy doing them, let them whine or they can take the penalty. I personally don't care what raid pops, I'll run it regardless.
If you're popping them with the intent of wasting people's time and trying to annoy them, I'd argue that's a terrible mindset to have though.

When you (general you) main a role that's designed to be good at recovery/patch up other's mistakes for decades, going into these 'obscure' raids are one of the few remaining vestiges of instances where you can actually see those mistakes being made. As of now, CT and even MotR ARs provides NONE of those. So yes, I'm having fun seeing people screw up so that I can even have the chance to do what I'm there for.
If people go into roulette, they should be prepared to have their time 'wasted' for whatever reason. If people don't feel like dealing with it, then the 30m penalty is there to eat. Roulettes are there partly to help these obscure duties to pop. It's why I find it funny when people choose to whine/blame anybody but themselves instead of just eating the penalty to call it a day.
"Outside obvious jokes/sarcasm, I aim to convey my words to the future readers who may come across mine posts. Can I change -your- mind, somehow? Potentially... but that's not why I'm writing. You and I have wrote our piece(s). We don't necessarily need to change each other's mind. But we can change other's."
