Island sanctuary was nothing but a glorified Trusts/Retainer system (notice how anything "new" is a retainer-system spin-off these days. It's the easiest type of content to create.

I feel that this is mostly due to the tech updates they are doing to the game. A lot of the work they put into the game this expansion involved traveling between servers, introducing customization systems like the glamour items, and then minimizing effort on actual content to buy room to do these changes. We wont know much until Dawntrail hits but if they got done with the core of it this expansion, we might see better true content in dawntrail.
