Those are just bad healers. An OT WAR in normal content shouldn't really need healing. This is 80 content so RI isn't BW but it's enough on it's own for the most part unless you decided to collect vuln stacks.There actually was a particular case just recently while tanking in E9 after the MT died and got R+B, but I was at or below half HP for the next minute before he and the healers all got cleaved in the tile phase, leaving me about 1-2 auto's from death. Cloud eventually died a minute later right after I did with three DPS left standing.
I'd say it's almost as bad a habit as the double raises. Wasting it and needing it in the next two minutes is worse than not using it. The WHM pretty much used a single Rapture and no Solaces too, so swap that non-usage with Benediction and it's no longer a nailbiter. Even excluding that, there are other ways to heal an OT WAR with 30+ seconds of downtime.
If you're a decent healer you use Bene on the raise so you can move on, knowing that if the fight gets nightmarish subsequent raises are just going to get a lily and a regen.
Afflatus Misery, if you're asking what the 3 blood lily aoe is.
Depends on the level though. You don't get Misery until 74. This is awkward because Lillies themselves aren't oGCD, even if they are instant. By this point WHM has more options and during trash packs as they want to run through their regens, Divine Benison, Assize, Aslyum down while Holy blasting, Tetra and then finally dip into their Lilies. Unless DPS just takes way too long, you don't really get to use them during pulls.
The real lily build up is afflatus rapture unless you're level 90, cause then you have even more oGCD options assuming your team isn't being problematic.
Exactly, so the Benediction wasn't needed there, and it ended up being quite drastic that time. It's just like giving regens and then immediately power healing through them. And considering the WAR did die, more healing before then would've indeed helped...like, say, a Benediction (especially since the WHM had Weakness/BoD). Now when someone does get raised into unavoidable upcoming damage, feel free to use it there too.
I can explain those 2.
First one is simply being lazy. In normal mode, heal is rarely a problem and giving it to the tank or not doesn't really change anything. If you don't have a macro ready, you'll just use it on yourself because to just avoid to have to swap target and risking to be late on your next GCD. I used to always put it on the tank, until I realised it rarely changed anything, and now, if things go smoothly, I just use it on myself.
Second one is mostly resources management in dungeons. Basically, a double pull is worth one "1 min cycle" (bahamut or phoenix + 3 primals). If the the dps output is not high enough that you need more than one "1 min cycle" yet not low enough that you can place 3 "1 min cycles", you fill the difference with ruin/tri-disaster. Using Bahamut or Phoenix on a nearly dead group would be a waste of dps that could be used better.

Dear co-player, When you have an individual dmg marker above your head, move away and stop for good. Constant movement only increases the risk of another player being hit. And please, don't move at the last second!
+ tudieu, it annoys me to see people picking on tanks because it's a more visible role while being bad themselves. Yesterday, a BLM mocked a slightly new tank ("gotta love tank in PF", passive aggressive as can be). Meanwhile, the same BLM: gets killed several times when he was 90 (obviously knew the instance as well); no spatial awareness, he was that famous player who is always out of your healing range. Concentrate on your character, dammit.
