Just curious, how does the first part relate to the second? Or was it just two separate concepts? Taking them as separate:

    1. There are a lot of third party tools (or should I say tool with add-ons). I don't mind they exist but it does exist in a powerful don't ask don't tell void thanks to SE intentionally not allowing them officially (it took longer than I expected, as I said like 10 years ago when they thought they could get around it by just making their UI good, but now that the tools are out there the QoL is substantial and exclusive to those who use it).

    2. I think this would make learning the content exceptionally impractical for many players, as they could only learn once before they had to come back around. Small goofs would infuriate the community and ultimately ultimate content, I think, would go from a vast minority to a super concentrated minority and ultimate sellers. If the challenge is meant to be preserved perhaps they can snapshot jobs at their proper intended balance and require you to play the snapshot (rather than getting to potentially overpower it due to expansion shifts). That and add more random unknowable mechanics (stuff that is loaded into memory at the same time the player needs to react, so you can't use tools to help respond, that much at least). Though I think it's probably fine just to leave it alone and not do either.

Just my imo that it would push the content further into obscurity, and especially increase the rate of third party tools because each attempt would be 'we don't have time to learn naturally, we got one shot this week'.
