Can we NG+ Festival quests?

For festival quests: Would you guys prefer a NG+ mode that could be accessed anytime, or an NPC at each festival that lets you replay iterations of festival for just the duration of the festival? ie, An NPC at All Saint's Wake that lets you replay any past Saint's Wake questlines, but goes away when All Saint's Wake ends.

An "any time" NG+ might not be able to include the seasonal decorations. Also we have previously seen them do a time-limited NG+ to replay the FFXV event when it was active, so I would expect them to go for that approach again rather than freely available.

However it is handled, it would be useful if it had a note somewhere about which patch was current when it originally released.
