SE hasn't forced anyone to pay subs to keep housing, it was players who asked for it, yoshi p even from the beginning said he didn't want a housing timer but players fought for one and look at where we are now.

I don't know about shortages. I think there's a lack of supply for the demand. 100+ bids on every house on the lottery entry period. $15 a month is worth in my eyes for a house. You think I rather fight 100 people over it. Heck no
Yet everyone constantly yells for more because a small group figured out how to basically just take players for gil who want a house with a fc.
There's also no reason for the NA DC to have it suspended as of current.
Alot mirror your sentiment but then I think about the people who only pay a sub to keep their houses or house.
You want a system in place. Charge a few bucks extra on subs and have instanced housing.
Till that happens, ya wanna keep the house then pay...otherwise let it drop so an active player can grab it up. It's virtual housing, no real value in it either then going "ha ha I got a house and you dont"

Some shortage, based on where / what. Like if you had a large and you said no shortage.
I do sympathize though. I hate losing things, I am part of that meme group in sRPGs where you just hold onto ever consumable because you just might need it and then end up beating the game without it lol. I don't like losing almost anything XD.
Hopefully one day they wont have to do that and people can just keep their houses.
My dream is that they:
* Prequel: Allow Inn teleport for Island Sanctuary and with reputation or some interesting grind / free teleport and enhanced services
- Make 1:1 apartments (every player can have 1 apartment)
- Attach apartments to content where it would make sense / be cool (gameplay considered, like point in quests, rewards, purchases, etc). For example your squadron garrison, a door in Ul'dah or other major city, Island Sanctuary, Free Company, your existing house, etc (magic door via Howel's Moving Castle / FFXI flower girl quest for mog inn).
- Upgrade apartment systems and blend them over time (if you already own a house any size expansions beyond basic one room would not apply, yet, though you can relinquish your house and at that point you will get those features for free):
* Balcony space / garden plot (outdoor)
* Second floor
* As the apartment grows meld the houses to the apartment system when they are feature parity (so once apartment has all the features of a small, meld them so they're now one in the same, medium, large, etc).
* Room layout editor (can choose the orientation of rooms / type of rooms (like outdoor, balcony vs garden, weird shapes - like the large two sided stair case, can optionally choose 'add exterior to island' which would add it's garden and chocobo features to the Island, you can choose to not use all rooms and focus your item capacity into fewer rooms, have disjointed rooms that utilize teleporting devices, set back drop to popular locations (for purpose of windows), etc))
* semi-related but remove the Z axis restriction for internal decorations, allow collision-less placement (but maintain or remove collision 'once' placed via option), and add scaling variable if possible
* Attach FC room
* In the end you will have an upgrade-able housing system that starts out small and can go all the way to a large, the transition between the two systems would be seamless enough that people are not having to double progress. Once everything is feature parity the 'bonus' room can be used up in slot during editing the layout of the house or can be separated still for instancing purposes if you had a reason to do that.
Housing wards will still have demolition time. You can use the exterior for bonus decorating but you wouldn't have a feature advantage over an instanced house, except for the 'visual' front and extra space (so if you had an instanced house the garden would have to be in your instanced garden, but all houses can only own X gardens regardless of where they put it). Potentially collapse housing wards that are dying, and add game events to them as well (fates / fetes, seasonal events, custom delivery, allow all instanced house owners a free teleport 'bind' to a selected housing ward, etc).
