    Questmarker with no quest on NPC

    In-game time: constant
    Area and coordinates: Thanalan, Ul'Dah, Airship landing
    Housing:
    Steps: For some reason constantly has a questmarker above head, but no quests available when talking to NPC. Also, no quests open in journal/log. No special steps needed to cause, is always there.

    That's a special (and fairly new) type of questmarker that indicates that the NPC provides travel to some place that does have a quest available. In this case, it is probably the jockey quest in the Golden Saucer.
    (Note that the questmarker has a small arrow in it, differentiating it from a regular quest marker)
