Pig Primal?
My theory is that, since you can only enter the Island Sanctuary after Hydaelyn's death, her Aether didn't fully dissolve, but some of it's residue remained and has been absorbed by or created certain lifeforms on the planet, such as this beautiful porky. There may even be parts of Hydaelyn's soul still roaming about, unconsciously encouraging adventurers such as in the form of this precious peccary.
The Tempered soldiers at the end of the Castrum Lacus Litore scene have a darker shade of blue and Misija/Primal Queen Gunnhildr have that shade of light blue but the irises are more defined. I forget what shade of blue is used in other tempered scenes. But it does look like a wild boar that has adsorbed some elemental aether- probably water since this is an island. The gold veining is also unique.
Edit: Wait. It's the Porcine Exarch.

I swear if there's Allagan ruins on this Island Sanctuary and that's what's uncovered in the final quest line I will scream in wearily expected rage
Mid, Cid's father also has blue eyes after being tempered by Bahamut. So if the pig is tempered then I'd blame Leviathan.
I mean, someone did once point out to me the weirdest thing about the Island Sanctuary, that does seem very fun in retrospect: The cave very clearly has fossils in it. Yet we know that Etheirys isn't exactly a world whose history facilitates the existence of it.
So, was there a form of normal Earth history that permitted the evolution and extinction of dinosaurs? Or did one of any number of godlike creatures put the fossils there to test us!?

Thank you for the insight, I appreciate it! It's certainly a valuable argument, but I couldn't help but feel like the blue hue was off from what we usually see with Hydaelyn-coded eyes. I checked in PS, and there it is:
None of these images are heavily edited btw, just a bit of contrast for better visibility, no hue shifts. While the pig, Minfilia, Minifilia and Krile are all within 5 points of hue difference from an average 185, Mid is off a whopping 29! So at this point I think it makes sense to chalk it up to Hydaelyn having a unique visual influence that is going more in a cyan direction compared to the other primals. Are there any more examples in the game?
Edit: Oh, also Mid gets to keep his pupils!

Also worth noting that with Minfilia, the boar, Minfilia Again and Krile, we're clearly looking at a blue 'base color' for those eyes that then has some additional glow; if you de-glowed them it'd still be blue.Thank you for the insight, I appreciate it! Meanwhile, Midas' eyes are actually grey under that glow.
