    Leaving and disconnecting via pvp are different. Leaving a duty yes will give you a 30 minute penalty. However in pvp disconnecting still keeps them in the party so technically even though they aren't actively participating they are still in the match itself which does not result in a penalty once the match is over. So they can disconnect as many times as they want to troll other players and nothing happens to them. This is casual CC though. In ranked even if you disconnect in the match and your team loses you also lose rank as well.

    Ah I see, I'm a bit sleep-deprived so I just assumed disconnect meant leaving. My bad.

    If you catch them doing it multiple times, I'd say it's still worth reporting. Would probably fall under "Aiding the enemy / Uncooperative behavior / Lethargic behavior" and they'll be able to see if the player makes a pattern of it. Not much else that can be done, unfortunately.
