Is this just a casual observation though? I don't think you're lying or anything, but without recording what actually happened before, there is a lot of room for error.

If you look at the full list from reddit you can find strings of non CT runs before the change similar to yours.

I'm not forgetting this. We don't know who exactly is being excluded from the roulette and how many raids they would qualify for (outside of CT obviously). So it's possible that everyone excluded qualifies for high level raids and so because of their exclusion, the instances of CT go up.

That is not very likely to be true, but I'm not trying to say that is what we're experiencing. I just want to point out the boundaries of what is possible.

Also has anyone arguing for "MSQ progression" realized that being way undergeared for your level is indirectly ilvl cheesing?
Most people asking for a MSQ check want it in addition to ilvl don't they? So there would be no cheesing involved.

Even if there was, I don't see any reason to care if it's true that ilvl manipulation rarely caused a CT to run, which appears to be the case. CT being a required raid is a bigger problem than ilvl manipulation ever was or ever could be, and if people want to force themselves to run some of the worst content in the game, it doesn't bother me.
