As for the sounds during Quick Chat, they should not be removed. The chat box is already hard enough to read and some people tunnel vision. A noise is a way to alert the team to something. There is no reason to punish people who are trying to lead because people who just want to play a solo match don't like the sounds.
What would be more appropriate is a feature after the match to quickly report someone for unsportsmanlike behavior. Get a certain number of reports in a certain time period, you lose your chat privilege in CC. This is how it was in League of Legends and worked great. It saved the support team a lot of work in terms of player reports (or at least curbed the problem until we could get to it) and basically removed the offender from offending for a week. In a PvP community as small as FFXIVs, it would wipe out people who use the chat maliciously pretty fast.

First being that it's very barebones and recycles sound effects for multiple things, second being that it's spammable and the GMs are quite slow to react to the PvP reports (do they go to the taskforce instead of regular GMs?).
Fixing the first would take some effort but it would be beneficial in the long run. Cleanup useless options such as "Hello" and add unique visuals and sounds for the remaining, such as adding a small Job sticker of your Job over the enemy you use the "attacking X" on for a short while. Showing MP and LB as % number over your head quickly when you press the corresponding informative quick chat. And so on.
As for the second one, limiting the spammability of same command would help some, but the real solution would be to put a regional GM or two to prioritizes PvP reports so they could slap the people who abuse the system faster.
Such people are obnoxious and taking out their frustrations on you. I've had them plenty also, I just report them after the match is done.

There are way too many people who assume (and sometimes outright accuse) people of throwing a match when they're just... still trying to get good at it.
It's frustrating and demoralizing.
I get it if someone's just like... RP walking around the arena, or never moving, but even standing still sometimes is trying to puzzle something out in the map.
Some people who try to lead are pretty bad and spam sounds non stop while they lead the group to failure with a multitude of bad calls. Some others decide to spam even more when the group isn't doing what they want which just adds to the chaos and some are just nasty people who make disparaging comments towards others. A feature to give the option to remove the chat sounds without disabling other sounds would be great.As for the sounds during Quick Chat, they should not be removed.
