This seems like they are trying to blend IS with IR and as of right now I don’t really see a way to make it work

In order to encourage group play with no combat you need FOMO (it’s why IR worked), there is little enough reward they could offer to keep non roulette non combat content active for long periods of time beyond how IR “evergreens” itself by being a crafting catch-up system even though it’s impossible to now replicate the actual active restoration

Meanwhile on the other hand IS with ransoms seems like it just wouldn’t work at all, maybe a DOL/DOH Bozja may be what they are going for but it seems doubtful they could incentivise it terribly well
