Before Dynamis your world was the NA server with the lowest population at around 300k characters. Actually if anything having less people makes having a culture easier. And you're also a legacy world so...probably have more people around who were grandfathered into the whole being allowed to own more than one private plot.
    Tell that to Dyna who can't even develop a culture since DC travel became a thing.

    I mean the other 2 DCs are honestly just bleeding it. And Crystal's "cluture" is basically just a containment zone for people who dont know that 2nd life exists.
