Unsurprisingly, story takes priority over all, and, maybe just perhaps, devs don't really expect players to be running daily roulettes when the rewards are unnecessary or excessive. Roulettes may be seen as nothing more than an exp and/or tome grind, so why would they expect players to be queuing if they do not need the exp or tomes?
Maybe, long run, this is actually a good change, to maybe manage to curtail some of the overleveling caused by players running the roulette more than necessary.
