3D modeller here! From what I have seen of this hairstyle it is made as 1 unit, which means the mesh has been baked to be a lower poly mesh. You do this by "baking" a high poly mesh with a low poly one, this will give the mesh the same amount of polygons as the low poly version while keeping the look of the higher poly mesh. The upside of this technique is that it causes a minimum amount of strain on the program to render it, the downside however is that it is a bee with an itch to modify or edit it afterwards. I don't know when exactly this hairstyle was added, but I know that I do not envy the person who had to go through the files just to find the hairstyle 3D file, un-bake it, do the edits necessary and then bake it again.
