Nah. Those are all tier 4. The one you have marked as "Tier 3" is the one that can drop the runestone, which can be traded for the gear.

In each set (Tarbh Usige, Zanig'oh, Deadeyes) there are 3 missions. The first two can be done solo or in small groups and cost 100 credits each. Once those have been completed, the third mission costs 400 per attempt, requires close to a full party, and the first two do not need to be completed again for each attempt.

Should also be noted that, unless they fixed it, the 3rd tier mission won't even appear for the first time until you have 400 faction points.
