I think it's rather strange to describe the Garlean's dismay at losing their ancestral homeland as a 'grudge'. Not only are they unable to manipulate aether they were simple farmers who were forced to retreat to a frozen wasteland. If not for the presence of ceruleum they would have died out completely.
Furthermore the game isn't shy about forcing many nations to be a melting pot, so one wonders why Corvos cannot be shared by both Garleans and Corvosi alike.
Hopefully Dawntrail has Garlemald reconstruction since it really does feel like something planned and then hastily scrapped despite it being the nation in most dire need of aid - and I have my doubts that whatever is going on in Tural is anywhere near as dire as what the Garleans are enduring.
