It's weird how players get hung up on the visible "public face" of a development team as being responsible for all the woes of a game when there are a lot of different developers making a lot of different decisions. As far as I know, none of them are psychics able to see how things will turn out.
Sure, if there are problems then the Game Director should share in the responsibility for them even if they weren't the ones that ultimately made the relevant decision. But if you're going to do that, you should also be crediting the Game Director for the game's successes as well.
Ion didn't even become WoW's Game Director until a few months after Legion's launch. If you want to complain about things that happened before that, Tom Chilton is the one you should be talking about. He was Game Director from end of Wrath to start of Legion.
As for no flying, that was Alex Afrasiabi's pet project. He was the Creative Director that pushed for it and kept talking up how players would fall in love with a world without flying in interviews.

As Creative Director, I wouldn't be surprised if he was directly responsible for many of WoW's problems post MoP.
