Except for cycle before that, which had good amount of M/Ls from resumed auto demolition (which still didn't help me and I lost 1/8 chance on M in Shiro), there's usually 0-2 Ls per cycle, with usually around 50 bidders, and <10 Ms.

You're looking at 25-30 wards, which are disabled on every new world for some reason. You can go there and have a look at completely empty wards, but you just cannot buy them.

I have a feeling the new wards will be closed until XBOX players join the game to give them a fair shot at housing but then again, 7.0 is about a year away, so it could be 6.5x that could see the new wards finally go live for bidding.

There is plenty of housing out there, it would be a waste of ressources to add new stuff, when current ressources is not used up, if your server is TOO populated, move to another one.

You underestimate Balmung players, they want a Shiro 60 and an LB41 and they want it NOW ! Without competition too of course.

Housing is a big deal for many, venues being one popular group for example. Fortunately, I have mine from moving to Seraph/Dynamis from Exodus :3

All I can say is in the last round of bidding there were two large houses available on Malboro. Between the two of them they got nearly 300 bids. Any medium that becomes available gets at least 50 bids unless it's just a horrible location. When they added the latest new wards I settled for a small because it was pretty much a sure thing. But I really want a medium or a large and have basically given up hope of ever getting one.

I've been bidding on mediums/larges for about 6 months now and still haven't won.

Let's be honest: 15 houses are available for Small right now. When a Large goes on sale, there's 70-100 bids (Gilgamesh data)
