
I know several people who work with the publishers on the game in China and Korea. They have enlightened me on how it's worked. All items are made in house (SE) and then distributed to the regions as exclusives, then distributed to other regions.I doubt we've been forgotten since I'm sure SE would be more than happy to make money by selling them in the NA/EU/JP cash shops.
It's probably a contract issue with the KR publisher of the game. Whether they're flatly refusing to allow use of the glamours in the regions where SE publishes FFXIV or they're demanding a crazy amount of money that SE isn't interested in paying is anyone's guess.
Like currently, The magic show emote is China exclusive. The Magitek Street gear with headphones is a Korean exclusive. Then these will be distributed to the remaining regions at a later date (Already in our game files). While we got the Shadowkeeper mount.
This outfit was Korea's exclusive. Was distributed to China during one of the Moogle Tomestone events, rereleased for their mall (Mogstation). We just haven't gotten it.
I would really like it if they just distributed during a Moogle Tomestone event.
It isn't the first time SE has made it at least SEEM like they forgot something. They had Orchestrion scrolls in the game files since Stormblood. Also several other items in the game files that show up in their own Lodestone database, that cannot be attained by players. The Orchestrion scrolls were asked about repeatedly on the forums for years, before they finally put them in Mogstation.
The dress acts like the Wedding Dress and Princess Dress before they shaved them down a bit. They still have their issues, but they are still sought after pieces. Also the shoes and headpiece are exclusives.

I don't have screenshots, and I don't know what the wedding dress is like, but it doesn't work like the princess dress at all. That one does curve over your character model if you're sitting, from what I've seen, whereas the Korean dress is a stiff cone that just sticks up in the air.



I've been waiting for this dress and those shoes for years, I don't care about the clipping at all, everyone is free to choose whether or not they want to have it in their character.
Unfortunately it seems that SE has forgotten about these outfits, since all the following ones have been obtained relatively quickly.
I hope they reconsider (or manage to negotiate with KR publisher) so we can get them soon!

The princess dress was a Chinese exclusive before it came to everyone else. Before it arrived, it shot out like a funnel when you sat down and when some laid down on a bed. Miqote especially. This was also the fun of the wedding dress. It looked like a massive tent shooting out of your butt. They eventually shaved down the skeleton of the dresses to bend OVER the character knees and legs. They also allowed them to go into the ground so it looked more presentable.
This is the wedding dress while laying down. You can image what it did when sitting. I sadly, don't have my friends pics from the Chinese server for the Princess dress anymore.
