...21st Century isn't panning out. Didn't even get to try Dragon Quest X, not even the offline version. Why didn't they localize it?
The offline version of DQX is essentially a streamlined gateway into the later parts of the MMO. I believe it's missing the last 1-3 expansions of online content and when players finish the offline content they're given the option to convert their save into an online account.

As for the reason for not localizing it. Honestly the only excuses I can see them using was that they didn't think western gamers would pay for another game sub between FFXI/FFXIV depending on how far you go back and WoW. However it didn't stop Phantasy Star Universe from still tasting decent success though that game could be played as an offline 1 time purchase retail game or as an MMO with a monthly subscription. I don't really recall DQX having much in the way of voice acting as a majority of the dialogue even from key NPCs during cutscenes was text combined with various characters having their own pitch and tone of text noise as the box filled. Though given how long the title has been out I suppose doing it now would be a huge amount of translating.
