Settle down guys, it's already been fixed by the usual suspects.
I won't tell you how to find it, but I'm pretty sure you all know how.

It's Moren (in the quest In His Garden) that tells you at one point that he sometimes caught a glimpse of what must be a tail. His Exarch outfit lacked a tail and as he wore his hood up for much of ShB, it completely disguised the fact he was a miqo'te (or mystel) so people just assumed he was a partially crystallized hyur (or hume) - Crystarium gossip though mentioned that people could swear they saw the hint of a tail peeking out under his robes, and that he apparently hid it by wrapping it around his waist like a belt.
There's no reason at all to derive "wrapped it around his waist like a belt" from that, though – on the contrary, it suggests he simply had it concealed under his robes and sometimes failed to keep it where the fabric wouldn't drape over it.
It might be possible to keep a tail out of the way by curling it around a leg, but not around his waist – which in any case would create more of a conspicuous lump than simply hiding it in the loose space under the skirt of the robe.
Robe being the key part here, as it's a very different matter to supposedly hiding it under a skintight outfit like the Phoenix suit.
Nevermind the tail, but can somebody explain how mutilated Hrothgar's snout must be for them to wear the actual helm? Its like that closed helm Skyrim Khajiit thing all over again. It's Moren (in the quest In His Garden) that tells you at one point that he sometimes caught a glimpse of what must be a tail.

That's a separate and ongoing issue for all helms, from what I've seen, though I don't have a Hrothgar so haven't tested extensively.
It's definitely weird that they haven't added a more cat-shaped face on this one at least, even if they cheaped out and didn't modify any of the older helmets.
(Helmets just need an all-round review to make them more race-customised. Make the faces fit for Hrothgar, make space for Miqo'te ears that actually fits their ears rather than two token nubs anywhere they feel like sticking them. And more ear shields for Viera now that this one has broken the ice on giving one helmet shape regardless of ear customisation.)

It's stuff like this that would make it so tempting to learn mods. Not for "Mare" (I have no idea why I put this in caps...it just feels right lol). But just because so many outfits come without tails and even ears now. How is it some random modder can put a tail out within a few hours and the actual devs can't? Same things with various modded hats I've seen around.
So frustrated, as someone who doesn't hate the game and previously called a White Knight on more than one occasion. Having minimal standards for a game we patron isn't being a hater.
Still dumbfounded people defend this as intentional design decisions. How about you actually design gear for all your fantasy races that half your playerbase uses?
As a Miqo'te player I also don't care what someone who fantasiad into a human because they don't like tails and their lallafell supporters think. And yes I am aware this issue makes me quite salty.
