This fear will not be an issue. Why? Because they already tackled it back in Heavensward. They saw the button bloat, addressed it for Stormblood, then addressed it in every expansion thereafter, pruning and merging and upgrading abilities to keep it at a certain maximum amount.
If they had not been doing this, there would be far more abilities. Like twice or three times as many as there are now...
In other news, there is no technical debt from 1.0.
"We don't have ... a technological issue that was carried over from 1.0, because ARR was meant to kind of discard what we had from 1.0 and rebuild it from the engine."

The Good: Kaiten comes back, possibly with slightly different Kenki cost
The Bad: Kaiten will not come back, we will still spam Shinten for entirety of 7.0
The Ugly: Kaiten now makes Iaijutsus instacast
If the changes to PVP skills made in 6.1 have anything to give us to guess what'll happen 1 2 3 combos will end up as a one button press. Some will certainly complain about that but if the game does that for us for PvE in 7.x and it frees up space for more oGCD skills alls good in my books, especially if said skills give us a sense of class/job individuality which I feel is something this expansion has heavily been chipped away to give way for more and more homogenisation.
They will consolidate the buttons of every job except dragoon. Dragoon will instead gain four new buttons, and part of the challenge of playing the job will be figuring out where the hell to put its new abilities. They will also decrease the potency of all abilities across the board, reduce the effectiveness of their buffs, and gate these four new abilities behind positionals that will indeed drop your combos entirely if missed.
What do you think you'll get? Please don't tell me you're that naive and think that autocombo will "give devs more space for creativity" or similar buzzphrases, because that ain't happening. They'll remove positionals and give nothing in return. They'll implement autocombo and give us nothing back. We've got massive hitboxes and half the bosses don't have positionals in EW (and difference between hitting no positionals and all of them is few %), yet they don't use it to do something creative, it's all the same, and autocombo will be same, except now jobs will be somehow even more boring.
Look no further than SMN to see autocombo in practice. Boring job, all flashy effects with no depth, difference between someone who played SMN for 2 hours or 2 months is minimal. Just mashing same handful of buttons over and over and over again. Is that what you want?
Yeah I can say I'm a little concerned on that front. I have 9 GCDs to weave into GNB No Mercy window now so the current window is kinda chunky. They did a great job cutting down the Gnashing Fang combo since it used to go out over all those buttons before but they're kind of limited now in what the could trim down. I suppose they could make No Mercy a trait triggered by the rotation but we might lose a little ability to adjust for times we're away from the boss or mechanic-heavy instances if we couldn't trigger it manually unless they make sure it didn't fall off after a certain amount of time.
They could also make the 1-2-3 combo one button but I'm so used to three buttons that I know that would take some adjustment on my part.
I can see it now. They'll condense the combos to one button then tack on something like Primal Rend or even just an upgrade of existing skills like Misery II or Triple Down. The net result will have you pressing one extra button every 2-3 minutes but spamming your 1 key just as much as Healers, if not more. Doesn't that sound absolutely riveting? What do you think you'll get?
