I think this is a bit of a issue with the New World word for the new Story Arc. People associate too much negativity with it. Not only that there is a slight issue they are assuming the entire New World region is going to be pre-Columbian America style civilizations.
We, as players limited to what we are given in current storyline, are not 100% certain the new region is exactly like Pre-Columbian America since Eorzea is not exactly a 1 to 1 reflection of Earth.
Due to how unknown these regions are, we may see civilizations that are equally advance as the civilization in Eorzea and maybe almost equal to Garlean Empire as well though their own method of technology advancements.
Yes what little we gotten so far has been themed around Pre-Columbian civilizations but we are uncertain just what kind of culture and civilizations exists in the New World fully since we only touched on what is probably only a very small amount of knowledge about Civilizations and cultures that exist there.

As for what point we are jumping into this new Continent that only began having massive investment into exploration now that the War against Garlemald is over, we are not entering these regions fresh as we already learned many years of expedition have already been done at this point by both those related to the Eorzean Alliance and Garlean Empire.
How much they have influenced and how much each culture reacted to their years of involvement within their regions is the main question.
The region we are going to for this expansion appears to be less influenced but enough has been established to set up a full trading center which we get bits of when seeing each Scion doing their own thing.
However, we cannot expect all regions to be this well preserved in their technology level and culture since we know certain regions have already gone through heavy influence from people from the Eorzean Alliance region and Garlean Empire.
A lot of things is eventually unavoidable with the New Continent Arc since there is always concept that some civilization may end up mixing together other civilization concepts, such as technology, to make life easier but still maintain most of their culture. You cannot really expect a civilization that once depended on only Kettles for their bathroom with no sewer system to just complete abandon the toilet and functioning sewer system as a exmple. Some may as attempt to go back to roots or just act in extreme ways to remove outside influence of course.
Personal Relation issues is also up in question within different regions of the New Continent Arc since the events of Garlean Conquests and certain Capitalism attempts to profit off the New Continent region from people within the Eorzea Alliance regions most likely made things difficult in certain regions we will not be exploring yet until a future Expansion. However, this is probably one of the reasons why we are starting the New Continent arc in this region where Eorzea Alliance and Garlean Empire influence is still at the lowest point. It establish a friendly relationship now, and maybe more in 8.0, until we enter more serious regions that have more negative views about someone from Eorzea even though WoL literally saved the entire Planet.
However, I expect not everyone in the New Continent will even know who the WoL is. Part of the concept for entering the New Continent is that we maybe starting mostly fresh in a place that may know little to nothing about WoL's history. If i remember right, they did mention that the New Continent regions got very little amount of information about what was going on in Eorzea so most of their knowledge about Eorzea comes mostly from people visiting the New Continent either from the Garlean Empire or Eorzea Alliance regions.
