Here, I came up with this, which can hit the required 13,000 quality with NO HQ mats for the 2nd part.

/ac "Muscle Memory" <wait.3>
/ac "Manipulation" <wait.2>
/ac "Veneration" <wait.2>
/ac "Waste Not II" <wait.2>
/ac "Groundwork" <wait.3>
/ac "Groundwork" <wait.3>
/ac "Careful Synthesis" <wait.3>
/ac "Innovation" <wait.2>
/ac "Preparatory Touch" <wait.3>
/ac "Preparatory Touch" <wait.3>
/ac "Preparatory Touch" <wait.3>
/ac "Preparatory Touch" <wait.3>
/echo SplenTools Stage 4 709cp Done! <se.2>

/ac "Innovation" <wait.2>
/ac "Prudent Touch" <wait.3>
/ac "Prudent Touch" <wait.3>
/ac "Trained Finesse" <wait.3>
/ac "Trained Finesse" <wait.3>
/ac "Innovation" <wait.2>
/ac "Trained Finesse" <wait.3>
/ac "Trained Finesse" <wait.3>
/ac "Great Strides" <wait.2>
/ac "Byregot's Blessing" <wait.3>
/ac "Basic Synthesis" <wait.3>
/echo SplenTools Stage 4 709cp Complete! <se.6>

Unfortunately, there's no space to put in a Tricks of the Trade to prevent Poor on Byregot. But it seems to be working quite well for me so far.

As shown above, I have calculated (and checked) that as long as there's a minimum of 4043 Control (which is not a lot for most people!), then you can already hit 13000 quality with ZERO HQ mats.

The rotation does need a little bit more CP, but we have a CP pool of over 720 CP these days anyway when using both food and med.

As for craftsmanship, I do have 4107 myself. I haven't actively tested the minimum craftsmanship requirement yet for this rotation. But as shown by the figures above, I could have a lot less, and it would still have been fine. Furthermore, even if it's not fine to finish with a Basic Syn, with the remaining CP, one could probably finish with a Careful Syn anyway.
