I think announcing them at the first fanfest is probably the best idea, just because they would want to have something big for each location. Usually the NA one is very sparse on details for things (because it's first up) so it's the least interesting of the three, no new job details (just a shirt hint), maybe a couple of zone names, and the title for the expansion. But if we then add 'also here's the new race', or at least, the concept art, that is a big thing to add to the end. There's a perception of sorts that 'the big info will be at the 2nd/3rd Fanfests', and announcement of the race at the first would buck that expectation somewhat. Then they can have the ingame models/trailer at a later fanfest like the final one in Tokyo.

When male Hroths were revealed, they weren't left for last necessarily because they'd be less popular than Viera, it'd also be because they'd be controversial for having replaced male Viera (and also physically not ready to be presented until then, but that only further proves they were considered later on). Now there's no such pressure, so it'd make sense they'd announce them where the impact would be most noted, and also to 'start with a bang' as they say.

I'm not holding my breath, but I live in hope that we finally get a big female option that has the same build (or bigger) than the male version.

Unless you're making a Lala, choosing your female FFXIV character's race is just deciding what flavor of slender lady you'd like. It would be nice if female characters got the kind of body variance that comes with choosing between male Au Ra, Roe, and Miqos (and I'm not even saying that's a lot, but it's something)

I don't think "popularity" really matters its just giving each Fanfest an equal amount of big reveals
