Been seeing this for years, long before EW. All reliable show the active playerbase at several hundreds of thousands of people, it's just natural when you cycle through roulette queues that other people (usually tanks/healers) also cycling thru the queues end up in several groups together. Pool of players, though, is enormous right now.
