No, I think they're screwing it up pretty badly. But "they don't ban people who buy gil" is a gross overexaggeration of how badly.

As far as I can tell they only seem to ban the bots themselves, not the people's accounts who obviously bot.

I've seen FCs with entire bot armies with matching glams get away with it for ages, SE doesn't care.
