It could potentially be seen as harassment and wouldn't be enforceable regardless. If guest access is enabled, then anyone can enter.
If there is someone actively disrupting your venue operations, report it to the GMs with specific details. Most disruption would fall under Nuisance Behavior though if they are behaving in a NSFW fashion in your SFW venue, report them for Harassment/Indecent Expression.
If it's a case of you just don't want them to be able to enter but they're not actually doing anything disruptive, you're out of luck. SE doesn't seem to be interested in adding a whitelist/blacklist system to housing. You'd need to disable guest access and only temporarily enable it when you want to allow someone to enter then immediately disable it again.
