The trick is using the "target NPC" keyboard shortcut to target the Militia Rider as he pops.

After a victory its about 10-15 minutes for the crier at the camp to disappear. Then there's a 5-min gap from the time the crier disappears to when the Militia Outrider appears.

Didn't get any fated pages, but I got 4 more Elixirs. Ul'dah is probably gonna be the hardest one to do for now, but people should lose interest soon.

Gridania is last for me to do.

They should alert people over shout in the cities for these kinds of events, stood around at beared rock yesterday for 2 hours and nothing.

And even if they didn't, I'd still be ok with it. People can find it on their own eventually and word will get around.

It's more realistic that an attack by the enemy wouldn't be advertised to the world.
