if your lvl 10 when you die a new charter why do they send you to the 90 zone

Home points are not job based but character based - just like flying. Since you have the Raz HP on your bard, you automatically have it on all your jobs, even at level 1...

You need to manually set your respawn point by interacting with an aetheryte.

You get one. That one is for no matter what setup you have.

knot i think your george and if you have a lvl 1 it should not go were 90 go= home points are bs it should be auto were you die but some 1s to lazy to set it the right way

Your character is not a job so it doesn't make sense to have job currently equipped dictate where you rez when your character dies.

Set your home point to where you want to be rezzing. It's easy enough to switch home points around as you play. I used to reset my home point several times a day while leveling (until I got the free teleport destination with 2FA, then I started switching that instead) and I still reset my home point to the nearest Aetheryte when I'm doing one of the major FATEs so if things go bad, I can get back to the FATE very quickly.

Just change the home point when you play a low level job. Takes 2 seconds to do. You can change it back when you get on your lvl 90.
