I'm being hyperbolic but I think most people wouldn't be cruel to someone just for underperforming in terms of DPS. You tend to get a more toxic attitude when someone constantly fucks up the same mech in a reclear party and then is shitty when called out on it.
... It was in reference to using an official and/or endorsed parser as a means of harassing other players. Since players are always sanctioned first and foremost for harassment.
So yes, if you are using it as an outlet to harass then you should be banned - But that depends on how light or flexible your definition is on what constitutes as harassment.
Is it harassment to tell the group that they are not on track for meeting an enrage or DPS check? - Is it harassment to tell another player that they could be doing more? - It's all about how you articulate the message. Encouraging another player to do more is not the same as telling another player "They are utter..... and should uninstall the game", or "Omg, you can't even get blue+ in normal/story content LOL"
There is one thing that players across any spectrum need to understand... Parsing already exists, and it is already present in the game. It is present through third-party, which is arguably already more toxic than if they were to create or endorse something since the developers would then essentially have control over how the data are presented/presented to the players.
