    Because there are only a couple options for gear rarity (in terms of obtaining)



    Time gates (tomes, savage lockouts), or RNG. RNG is awful, no one should want RNG. Old school mmos I used to play had drop rates of 1/4000 or 1/8000 for RECIPES to craft the gear.. And they were one time use.

    Gear had a 1/800 or 1/1000+ chance to drop from bosses that only spawned once or twice a week. I do not want to go back to that.

    That leaves time gates.



    They could go back to how gordias was, make earlier floor and tome gear required for later floors, but then people would complain about gear gating the fights, and not skill.

    Those are always delayed at the end of a tier. And grinding for bis would have to be made exorbitantly excessive. Instead of 6 books for a chest piece? 60. Instead of 825 tomes? 8250 or more. It wouldn't exactly be fun.


    Otherwise raid content would be dead within a week for the hardcore, and a couple weeks for midcore. Casuals would still be at it for their usual amount because they take longer to clear the tiers.
