The "quests" in Island Sanctuary are so worthlessly descriptionless. "Expand your island", "keep going", "go further". And always with more snark from the mammet.
I just want itemised collection lists like we had for the first few objectives.

I got this completed when I was level 16 on the Island, as well as having all plots completed and maxed leveled (all workshops and granaries to level 4, including new plots, and the cozy cottage as well). So it may be this is a "do everything and then you can complete this quest." I had level 16 already when the other steps completed, and they were all completed at the same time, so it may be that the exact condition is lesser as well.

just hit rank 15 can make tools to clear new area and started building two buildings will relog to check for the other plot,

Like not_ya_wify said - when there's no direction, it is usually because they want you to rank up. They could just highlight the whole island as a quest objective. But there are many ways to gain island exp (workshop, manually harvest your crops/animals, craft items, etc). So it is up to you how you want to do it.

The early quests are exactly what I want to see. "Build a workshop – 0/10 logs, 0/10 stone" and you can go out and see those totals counting up as you collect the materials until you have enough. Each time we rank up, there are more of these tasks to do but none of them are highlighted and double-checking the recipes is an annoying process.
Give us quests when there are specific tasks available and have no quests (rather than nebulous ones like "keep improving") when you're all caught up and have nothing left to do but rank up to unlock the next task list.
I don't think directed quests fit well with Island Sanctuary's design. It is supposed to be more relaxed content where we do what we want when we want, with only ranking holding us back from certain tasks (such as unlocking the next section to the Hideaway). But you don't get any direction when you have ranked up and there are things to do.

When we rank up, there is a message in the chat window about what just unlocked. When hitting 13, the chat message was something like:
You learn a new Sanctuary recipe.
You are now able to renovate the Cozy Cabin.
You are now able to renovate Granaries.
So I look at recipes and there was the new tool that allowed new materials from mineral deposits. I checked the Cozy Cabin and updated it. I checked my Granaries and upgraded them so I'm getting 5 of the special resource back instead of 4.
I think the only thing I would suggest SE do differently with that is put the information into a click-thru dialog box to make it less likely the player will miss the message.
