I just reject the premise that savage is hard. Ultimates, sure.

Sure, savage is the first content that isn't a walking simulator, and I don't expect a random person off the street to clear it week 1--but some people can, and do. But if you want it, it's free.

I say this as someone who wanted a weapon that wouldn't clip into a very large hat, and so set out to get the p4s whm weapon as my first tier, which while not particularly fast, I did get on-content, and was not that hard.

Savage is midcore content at best, it honestly blows my mind how some people thinks that check an debuff timer or going to your tower is a hard content.
