Indeed, beauty is subjective and to each their own. To me it looks like a human that caught some werecat pathogen and they're a week into the transformation. It's in this weird middle ground between beast and human but leaning enough toward the human side to just look unsettling.

Personally, the face looks like a mask folded around a balloon.
There's no depth to the muzzle, eyes, brow bones. It could possibly be an issue of lighting, who knows.
The initial picture of Hrothgar (iirc it was face 3) was criticised for how terrible it looked and it reminds me of this photo - flat featured.

Hrothgar in general look better than this so I'm not worried they'll look depthless.

That might be the art style they choose as well, barring towards realism. Also, the lighting could cause an issue, the room not being well-lit could add to the "flatness" of the face. But I do think that in the FFXIV art style, it would look better from its innate feature of anime/cutifying everything. So a more cartoonish depiction of that would probably do better. Plus the ears not being placed in the same place as human ears might also help with resolving this "Uncanny Valley" feeling.
In the end, I would rather blame the art style over the depiction itself. The light doesn't help, but I can't say anything about the light in 14 since they are working on it. The depiction shows a pretty well-done female beast in a nice contrast with the male counterpart. The Knight and the Queen trope.

To this day the best Hrothgars are:
-Runar for being a cute boy and in the MSQ
-Bajsaljen for taking initiative and leading the resistance (a good but underrepresented faction of what SE wanted to accomplice with the race)
-Radovan cause he is precious
