    Not certain why you feel being the first to enter should improve your chances of winning when there are more players looking for a house than the number available.

    Try waiting until close to the end of entry period to see which house has fewer entries then enter. It's still no guarantee but at least you'll have improved odds of winning.

    See how you like it every time losing when It's just you and another in the lottery for that plot. Maybe they should just do away with the housing all together.
