Decorating a virtual house can be a fun and creative activity, and by requiring players to decorate their houses, GMs can encourage players to explore their creative side and create unique and interesting spaces. Without an enforcement of decoration, some players may hoard multiple houses just to prevent others from having access to them. By enforcing decoration, GMs can prevent hoarding and ensure that houses are being used fairly and equitably.

Overall, while some players may not like the idea of GMs inspecting houses and enforcing decoration, it can promote fairness, enhance gameplay experience, encourage creativity, and prevent hoarding.
It is necessary because people keep getting houses only not to decorate afterwards.
"I don't like how you use your house, therefore I think it should be taken from you."

GMs can barely keep up with the workload right now with in game tickets and you want them to become the Housing Police now, too?

You know how to resolve your housing issues? Leave Balmung. Go to a Dynamis server. Most of them, except Seraph I guess, have housing available.
