Housing was supposed to be "I'm part of a group, the house is our headquarter" and the starting prices were so high that only an active group of players could afford to buy an house (no matter if we had money from 1.0, 300m in 2.1 was an huge sum).
Everyone can change his idea, SE has changed (in part) his idea about what housing is in FFXIV, but the core remains: an aggregation tool for groups of players with "something" in common (friendship, RPG, chatting...).

Yes houses were a lot more reasonable priced back in 2.1 when the housing system first was introduced. And it was for FCs only. Prices were different for each server and got up to 625 mio for a large on some legacy servers.
However, there also was a system in place which reduced the price over time.
