Not long ago in a party I saw a lvl 90 conjurer. I don't have to worry about not equipping job stone, I only play job classes that they can't be removed from.
Sounds like it needs to do a quest check every X levels then. Don't have X move? Go do the quest before you're allowed to continue.
The game already gives you a notice that you have a new job quest and has a notification under the MSQ quest bar any time you switch to a job that isn't finished. That and sadly there are people who refuse to become their jobs cause it's not how their character rolls. Even if I would love for the game to get all Navi/Fi levels of annoying I doubt the devs will ever put in another quest like the lv 8 ilv checker. Job stones, mid to late game rotation and mechanics run down stuff probably won't be put in all because of a mentality difference outside of JP servers.
I hope they do something more substantial with job stones, so that it warrants having to be an equippable item. I know they've already done cross-class abilities but I would want to see something to that nature where perhaps you can upgrade it with special materia for stats or even extra abilities. Like a Talent tree of sorts where you can make playstyle builds aroun-m ok thats enough me beating around the bush, I want specs to be in this game like in WoW. The jobs themselves are so basic and simple that it needs some form of depth for it to make them interesting again.
I get the reason why they keep it simple so that the rotations and playstyle is generally easy to learn and play but come on man.
Cap base classes at level 30. If you want to level higher, get a job stone. Add a popup message in the final class quest to direct people to the next quest to make sure they get the point.
This would also require decoupling summoner and scholar, since they wouldn't share arcanist experience anymore.
