Let's actually discuss it.
Yoshi-P's statements were that third party tool usage is against Terms of Service. But... We cannot see what is on your PC's. " Crystal Clear ". Unless you advertise it openly in some manner, Square is in the dark. They only know that players generally use them cause a lot of it is " Free ".
Review the Pros and Cons mods. Square is pushed to keep the game updated with better features that mods otherwise will provide, largely for Free.Mods also modify the appearances of certain items and glamours that even are locked behind Mogstation, encouraging a portion of players to buy more from the store. However on the other hand it does have its negatives...
- Updated Graphics
- Better UI and HuD interfaces
- Improved Gpose
- Quality of Life changes
- Basic missing integrated features
- Game improvements that by default should already existed
- Proper Housing Tools
There are a list of negatives that come with it. How well the Dev's take all of this possible negativity is speculation. We can assume they wouldn't be happy for players to experience the game in a very different manner then they intended due to third-party-tools.
- Botters that feed Goldsellers
- Cheating the system, think unlimited free Fantasia
- Tools that defeats the challenges of Raiding
- Speedhackers in PvP
- Gateway to NSFW content in a T rated game
- Then selling NSFW content for RL money against Square's Copywrite
The problem with outright banning everything? is Square losing subscribers. A large sum of the players uses tools for plethora of reasons. You'd have to get rid of...There's just to much to actually tackle, cause third party tools isn't limited to NSFW content no-no-no...it means.. " Everything ". That would lead to Square hiring GM's to be active when its impossible to police everything everywhere. Thus it would lead to forcefully making us install a tracking software that detects illegal software.

- Anything Housing, Decorators will love this
Because another way to view Mods and Third party tools? is that it " Reflects what players Desire ". They exist due to demand. And Square can use that as " Feedback ". If you silence this feedback? it just becomes totalitarian since we all know much " Give us your Feedback " means when ignored on the Forums.
Thus banning all third party tools costs Square more to solve then it does them any good. If it hurts their pockets so much you'd think they done something to it by now... knowing they aren't putting their foot down on it as hard as could? should tell you something...
