In what world would removing incentives to play encourage people to play better? That's like saying people will do better at their jobs if you slash 100% of their pay.
This is a big one. The position update rate in this game is atrocious. If my opponent's location on my screen is actually one second behind where they are in real time, it makes it difficult to chase them around and get in range to land an attack.
It doesn't allow for plays you would see in other games like WoW.
Warrior for example actually has a nice set up for frontline ganks, on paper. You can pull someone in, rush in, stun them, and then knock them back into your team to secure a kill on a healer. How it actually plays out is you pull them in, rush in, stun them, position yourself to knock them into your team, and then they go flying to the side or behind you because on their screen they're actually to the side of you or w/e.
SE can waste however many resources they want on stupid shit like Rival Wings or Crystaline Conflict it will never fix their shitty lag and pvp will always suffer because of it.

Can't happen with the crappy FFXIV engine / net code. Everything in this game was designed to be slower because of it. Takes 6 seconds to turn ANYTHING in (even if the cast bar is 3 seconds) because it has to register in the system.

PvP is woefully under utilized. CC is actually pretty fun despite all the jank that comes with the netcode, but the damage reduction they added to frontline was overkill.
RW should have roulette like FL does, CC might benefit from one but the Casual queue is very active.
Ranked CC is sadly quite worthless beyond your first ever Season since you only get copies of the same title and the plates only have different numbers (at least it's something?) all the other rewards aside from handful of Trophy Crystals from placement are exactly the same as Unranked. Trophy Crystals are borderline useless as reward for Series and Placement if you are active PvP player since you will be drowning on them anyway. Just expanding the pool of items that you can buy with Wolfmarks/Trophy Crystals/Hellhound Collars would be good.
There's been plenty of good suggestions by others in the PvP section over time for all kinds of alternatives and fixes, even options for low-effort tuning to make things better.
But back to the lack of utilization. They could easily add another grind to the game with something like PvP relics, having Seasonal currency only from Ranked (items eventually obtainable even to lowest ranks but take more time) and so on. Yet currently they will do some minor number tweaks each patch based on the win% of the Jobs, so any larger changes will probably only happen during new Expansion launches.
It will take another 5 Seasons of this same stuff until we even get a chance to see them take steps to fix or add things.
PVP in this game will never be good until the netcode issues are fixed. Good luck convincing SE to put in enough effort to fix that.
Better netcode / upgrading their game engine if needed. They need to find a way for spells to go off instantly. Right now it's in a weird spot.
You hear the sound, see the damage/healing combat text on your screen and nothing happens.
