They dont need to contest the other races, this isnt for them its for people that wanna play a beast race they've said thisYou'd think they would be more popular considering how prominent elves are in fiction and fantasy, but they are just not as attractive as some of the other race choices in the game. If female Hrothgars are made more on the beastly side, they will suffer the same fate without question. If the dev team wants players to choose this race, they will undoubtedly have to contest female Viera, Miqo'te, and Hyur.
My prediction is they will resemble Cheetara from Thundercats.
It looks like they pretty much put a roegadyn skin and lion head on the manthra to make the guy hroths. I wouldn't be shocked if they stuck femroe on the femcat frame, and used a lioness head.
They fulfilled that promise with male Hrothgar, and delivered the beast race. The decision to include the females came after. Female avatars are the most chosen by players. Many of whom are male players who want something attractive to look at while they go on their adventures. It is also well known that female gamers prefer to control an attractive avatar as well, so female Hrothgar contesting with the other female races is a given.
Another factor to consider are the headgear complaints, which will continue if female Hrothgar followed the same direction as their male counterparts. They can avoid this by making the females more human in appearance, but by doing so they will undoubtedly face criticism for not making the females more beastly. It's a tough decision for the dev team either way, and the choice they make will be determined by what they feel players want the most. Nobody said they are doing this for them.

But its not ok to have a REAL Female Counterpart to the Hrothgar: a Beastrace, just because human-looking is more popular. So essentially, we shouldn't get ""Female Hrothgar"" but should just get a 3rd Clan of Female-Only Miqote. And Hrothgar players should just be ok with a Male-Only Beast Race.

Y'know.....how can anyone say that a Real Female-Counterpart wouldnt or Couldnt be Pretty? That they really wouldnt be popular?
Considering how apparently people dont like Beast Races so much...Id argue that even IF they were able to wear headgear, it wouldn't matter or boost their population. But you know a better way they can avoid if not outright solve this problem? And its actually a Very easy Solution....Not be lazy, and just take the extra time to make a Hrothgar Version. Or at the very least: similar to how they said they were going to make Unique Hairstyles for the Hrothgar, create some Unique Lv.1 Headgear to make up for it. Create a handful of Helms, and hats, and other types of headgear specifically made for the Hrothgar. Make a couple different styles, and make them Dyeable. And they could add more over time. I generally agree with your point, but it has been repeatedly pointed out, if half-jokingly, that the average Hrothgar player isn't particularly bent out of shape by the absence of women.

As for being pretty and popular. This assessment doesn't come from an observation of the game or dev statements. This comes from the fact that most people are not attracted to animals, coupled with how much players enjoy controlling attractive characters across all genres of games. Think about those who do choose to play races such as Viera, Miqo'te, and Au ra. Then think about how most players still choose CC options that make them look more human.
I wouldn't say the devs are lazy, but I do agree that the proper amount of time should be taken to make the races they release complete so that all races have equal access to CC options and glamour choices.
