I'm sorry, no trinity game (healer/tank/dps) should allow one of the trinity to be irrelevant, in this case healers, because the outgoing damage is that friggin low. Even if we discard W2W I'm pretty sure on my GNB I can solo an EW boss. In fact, I have! From above 50% hp.

That's not a sign of good skill expression. That's a sign the devs have made healing far too low for w/e reason they claim to be a good one.
