Who is "most people" ? Your argument can literally be made for anything. "Most people" did bozja because it was necessary for the relic and because it was good exp, not because they actually liked the content. "Most" players I talk to do not like Eureka or Bozja.
If you do content you don't enjoy, just because you thought you had to get a reward you had no practical use for... You deserve to have a bad time.
You're jumping to conclusions when you assume that silence means enjoyment.
It means they don't see a point in commenting regardless of their feelings. Not everyone who is unhappy is going to complain. They're just more likely to be vocal when unhappy than they would be when happy.
If you and your friends are going back into Bozja right now to do the content for lack of other things you want to do, wonderful. None of my friends are. They're not going in there to farm items. They're not going in to level jobs from 70-80. They don't even talk about it. I can remember how they would complain back in Shadowbringers how hard it would be to get decent sized groups for CLL and DR when they were trying to finish off their additional relics. If most players enjoyed Bozja as you say, neither of those things should have been a problem.
But my frriends do still go into Eureka and talk about Eureka.
Anecdotal evidence is anecdotal but I haven't come across anything that would support the claim of "most".

Stormblood really was peakIf people want the Stormblood relics they should suck it up and do Eureka. Bozja having a bunch of cool stuff such as CLL/Dalriada and Delubrum Reginae was amazing. That's the kind of content we need and -not- give the option to get relics outside of such foray.
Difficulty wise, Ultimates are designed for a tiny fraction of the playerbase, it doesn't reflect the midcore players like I said. Stormblood was the perfect middle ground.
