So they might find ways to place furniture 3 houses away.

Not yet, but if this does not get punished you will see people, hire addon creators, for better tools, that allows them to use third party tools to place stuff further out, since the risk is getting banned but if square doesn't do anything in this case, they might take it as a sign they might get away with this behavior, and push boundries as far as they can.
Would this happen today or tommorow? I doubt it, but you bet that in the future if this goes unpunished this behavior will keep evolving with more and more of cases like this popping up, till 4 or 5 years down the line (is my guestimate, if nothing happens at al) Where people like that fc, will try anything if not punished to push people out of their homes.
I am reasonably certain (like, 70% certain?) that that's impossible, as to my knowledge the server sanity checks whether a piece of furniture's anchor point is within a plot's bounding box. This kind of thing works on any plot where another plot is directly adjacent and either the bounding box is oversized for the plot or the plot is surrounded in such a way that even furniture on the centerpoints can still be obstructive to another plot, but that's actually not a huge number of plots when you check it over - direct adjacency is surprisingly rare! This is also how the 'theme wards' work that you occasionally see, usually on JP DCs - clever placement of objects right on the edge of plot bounding boxes to decorate the pathways.
Still no action taken.
I am so glad my FC and personal plots are on islands and can't be subjected to this kind of griefing. I feel bad for those who are currently experiencing this and those who will most assuredly experience it now that's essentially been given the Nod of No F's Given by SE.

I mean this was to be expected, this just shows how much SE cares about their support in general, really makes you wonder if anyone actually still works support at this point, considering all you get is automated responses and if you're lucky you can get a real response over 3 weeks later, but that didnt even happen this time, they'd rather just ignore the issueStill no action taken.

At least now everyone knows they can ruin their neighbor's garden by putting items all over their plot with no repercussions




On SE's defense, while punishments now would be nice they may also be looking into fixing it so it cannot be done again. As such this would need a game update. Gotta get the devs involves not just the GMs.
Kinda sucks that there's no response is given to ward off others griefing the housing plots but hopefully, eventually, something will be done.
