The problem is likely going to be what it costs. The original personal housing in base PSO2 required you having the "permit" in the form of items. You either won that from the scratch tickets, or you had to pay real money for them.Holy shit, I might actually give PSO2NGS a try..

Well, they confirmed that you do not require a premium pass for NGS's Creative Space (that's what they're calling it, since you can fully terraform a whole landmass rather than just decorate a room), and that it will be freely given to all NGS players. Premium Pass will get you an extra space to work with. Creative spaces can be shared, too, and I believe guilds get their own to share amongst members.
So, theoretically, the cost will be found in the items that you need to get to be able to decorate with. This will either be funded by SG, the return of FUN points, or maybe N-Meseta.
But you're right to be skeptical, since we don't know full cost details other than no longer needing a premium pass.
